本文首先简要回顾了村治的历史变迁。现行村民自治模式的内在角色冲突，可以归为三重层次。我们并指出了村治的两种应有职能及其残缺。在此基础上，主张村治的整合，倡导一种新型的村治观，旨在突破现行村民自治的困境。村治的应有之义和当务之急，不仅要提供政府与农民的中介，也要解决农民与市场的中介，实际上在新的形势下，农民的日常生活和利益，更多地与后者相联系。真正从科层化治理走向网络化治理，需要以不同类型的非营利中介组织为载体，开展多种形式的社区自治，构造农村社会化服务体系；农协与合作社的模式，因而得到了本文的特别关注。将供销社、信用社改革纳入村治框架，以农协或农协式的村委会为主体实施村治，可望在相当程度上克服现有的村治冲突与残缺，化解当前农村紧张的干群关系，实现村治的整合即新村治

On New Patten of Village Governance

Abstract :
We have reviewed the historical evolvement of village governance in first. There are there kinds of conflicts inherently in the current village self-governing model. We also point out two expected function and existing deficiency in it. In order to break through the puzzledom, we put forward a new viewpoint of integrating of village government based this research. The key meaning and urgent affairs of village governance rest with intermediary role not only between government and peasants but also between peasants and market. In fact, the daily life and benefits of peasants are more usually related to the latter. From hierarchy governance to network governance, we bring the reform of supply and marketing cooperation and credit union into the framework of village governance.
